It's a PC, not a CE device, and needs the display to tell it what resolutions it supports at boot time. If you're using an older firmware, I'd recommend updating and not choosing the headless option. This will force the ChromeBox to delay booting until the display is on/ready.
Yeah, I get the same 1024x768 on a *Windows* system if boot with the amp on but the TV not switched to that input. Usually requires me to put it to sleep and wake it up again.
On OpenElec, though, there could be a solution by forcing a manual copy of the TV's EDID. I've done that on my system to resolve another issue (slightly incorrect calculated PAR) but one side effect is Kodi always knows what the TV supports even if it's not powered on.
