1) it is 100% necessary, you can't flash the firmware without removing the WP screw. It's not hard at all, just not as trivial as the other ChromeBoxes
2) I haven't seen mention of it on the forums here. But if it runs on a mobile (-U) Core i3, then you're probably ok. That said, I wouldn't buy a ChromeBox to run primarily as a Windows box
