Matt this is the output from xrandr (with kodi viewable on my tv). How should i get it to default to 1080px60?

also, does this mean i can't view 4k content from chromebox?

so, the output of xrandr is telling us that 3840x2160p30 is the default resolution (indicated by the +), which apparently your TV doesn't like (at least on that particular input - some 4K TVs are picky about that). 4K 30Hz output is pretty crappy for the GUI, so outputting 1080p60 is actually better unless you have h264 4K content you want to play.

To set the output to 1080p60 on startup, create an autostart.sh script containing the following:
