if i hit 1. it says booting from hard drive. so its not that
1) the img file isn't attached to anything, it's written (not copied) directly to the USB using Win32DiskImager as per OpenELEC's instructions (assuming you didn't use the script to create the install media).
2) turn off overscan on your TV. google how if it's not obvious.
3) knowing that pressing '1' boots the hard disk, and the USB drive is listed after the hard disk, try pressing '2'
