not sure why they aren't being recognized. have you tried using the rear USB ports? (assuming you were using the front before) I've heard anecdotally that they tend to work better, though I haven't seen that myself

no, I never compiled a build with beta4, but if there's a regression I'm sure it will be fixed in 16.1
