this solved the problem in kodi as well as improving overall screen redraw performance.
it is necessary to switch back when moving between kodi and chrome, but i can live with it. better than the flickering.
there's a good reason that the Kodi devs recommend running Kodi under Linux with a separate session that doesn't load the window manager/compositor etc and just loads Kodi directly

to quote fritsch: "no debug log, no issue." The OP lists what info is needed to try and diagnose problems, and you've provided none of it unfortunately.
