MCE Remote USB 3 (and now USB2) incompatibility

Two years ago I went through the joy of determining that an HP MCE remote receiver would not work on USB3 ports. The fix was simple, use the USB2 ports. Now I have upgraded to an Asrock z97 based motherboard and the remote won't work on either the USB2 or USB3 ports. The symptom is the same as for the old problem: using ir-keytable -t to display which keys are pressed yields inconsistent results for the same key. I assume the problem is caused by the real-time nature of decoding the key presses. I'm not sure if the problem lies in hardware, BIOS, firmware or Ubuntu/kernel.

I haven't yet decided whether to abandon the IR remote altogether, or to pursue acquiring and old USB2 PCIe card or what. Any suggestions are appreciated.

Just saw this from a mythbuntu post:

Due to the design of the Intel ® 9 series chipset, all USB devices connected to the
USB 2.0 and USB 3.0 ports are controlled by the xHCI controller. Some legacy USB
devices must update their firmware for better compatibility.

The poster also said that a USB2 PCIe card fixed it for them.
