I don't know if this is a bug in the Keymap addon or in Kodi itself. However when calling up Keymap and then going through:
Global->System->Shutdown and enter a key code, when that key code is pressed, Kodi shuts down, however the PC stays running. However entering a key code for the reboot does cause the PC to reboot.
