What I don't understand is when I use these settings below from the configure page, I get 20 - 30ms of lag using D3D9 or D3D11. Surely it should be better than that considering I have a HD4000, not a 3000!

Something sounds wrong. That is 23.976 SD -> 1080p. Try turning off Fullscreen exclusive mode and hardware acceleration.
Ah ok. What is a reasonable value you would be comfortable? 10ms / 20ms?
I guess I can't expect the same downscaling 4K to 1080p.
Exclusive mode from the DSPlayer settings and changing Kodi's render method to software you mean? It was on Auto, should I change to DXVA?
EDIT: DXVA gets it down to 1ms using D3D9.
According to the guide, Intel's DXVA scaling is similar to Lancoz 3 + AR anyway?
