4K videos only require chroma upscaling.

Are you sure your CPU is powerful enough to decode the video? 4K HEVC needs a very fast CPU. And yes DSPlayer can play these videos. The GTX 970 won't hardware decode, though, so software is being used.

Change chroma upscaling to super-xbr or Jinc.

I tried finding some information about my cpu decoding 4k HEVC but didnt find anything. Im pretty new to all of this madvr and rendering etc etc.. so i dont really understand it. But my tv netflix app uses HEVC x265 right? So if my cpu in the tv can decode HEVC x265 4k video on netflix. My cpu in my htpc has to be able to decode it? But my cpu is running at 100% on all six cores when trying to play the 4k video file so it seems like the cpu is to weak.

I tried using dlna to stream the video to the tv having the tv decode and play the file but the tv couldnt handle the 4k video either without a bunch of dropped frames. (I have a 1Gbit/s internet connection between the pc and tv so i should be able to stream the 65Gb video file to my tv without a problem)

I noticed that the 4k video file im trying to play has a bit rate of 60.1 Mbps. Is that a "normal" bit rate for a 4k movie?

I tried setting chroma upscaling to super-xbr and Jinc. But still alot of dropped frames. Cpu usage on all cores at 100%.
