When using anything less than UHD, do exactly the opposite and concentrate on LUMA 1st and then any resources left apply to CHROMA since it will scaling up IE 1080p.

 At UHD -> UHD, the image upscaling setting is ignored. There is no upscaling, so no need to use it. Set it to Jinc + AR in case some pixels are missing. But this shouldn't be the case. So you are left with chroma upscaling because the video source is chroma subsampled (at 4:2:0). This means you have to upscale the chroma (with chroma upscaling) to match the luma layer (4:2:0 -> 4:4:4) before output. madVR can't do miracles, as chroma subsampling actually works pretty good. Even crappy upscalers don't look that bad. You could add some sharpening from image enhancements. But I don't recommend this anymore. It just makes the image look artificial. But some may like the extra pop that comes with sharpen edges or crispin edges. Chroma upscaling and you are done. Maybe some debanding.

For sources that need to be upscaled, use any of the three NGU variants under image upscaling. All are great. Personally, I prefer NGU Sharp. Select the luma quality (the black and white detail layer) and let madVR decide the rest (when to enable; the color layer, etc.). After luma doubling, the rest is less important and madshi has many presets (let madVR decide) that keep users from making settings errors. You can overwhelm any graphics card by setting everything to the highest setting. But the image might not look any better. This includes overdoing the separate chroma upscaling setting.
