I have finally found the issue after spending hours and hours last night.. Basically I selected the D3D11 in the video decoder but I always used to select the GPU in the device rather than Automatic Native.. As soon as I selected Native the rendering times dropped to 15ms... I think I am good now.. Thanks for all your help guys.. Truly a nightmare experience but thanks god got there in the end.. I was even considering to upgrade my motherboard and CPU if I couldn't fix it.. Just goes to show a little setting like that could change alot... Thanks.. Here are some shots..
