Many experienced madVR users set the desktop to 8-bit RGB and leave it there because the quality difference between 8-bits and 10-bits with dithering is very small and hard to notice. But you can start at 8-bits and match the output bit depth for each video frame rate. With AMD, you must do this to get HDR playback. So start at 8-bits, play video and return to the GPU control panel and set it to 10-bits for 23hz. Make sure you are outputting 10-bits during video playback or you will not get HDR passthrough.
As stated, madshi recommends windowed mode in Windows 10 as Windows is moving away from supporting exclusive mode. I think the GPU driver versions are following suit as they are introducing problems. This has happened to me, too.
