If you are doing your viewing six inches in front of the screen, maybe you need to move back a bit and this won't be an issue anymore. I don't know of many sources that don't have some noise because all cameras will capture random noise and this will be visible on the production video. That's what reduce random noise is for. Although, I don't bother with this setting.
This thread has some images showing what the various scaling algorithms are supposed to be doing, if you think it has something to do with image scaling.
