In order to make sure it was nothing to do with my Panasonic 65" 4K TV or Denon A/V receiver I have tested a little AMlogic S912 box running the latest Libreelec and hey presto absolutely perfect - every movie I play on this little box, be it 1080p or 4K HDR, plays without a glitch and really really smooth playback. Return to my PC and the same files start stuttering and so on. This is on a clean install of Windows 10 Pro x64 with the latest Nvidia drivers and latest MadVR, this PC is only used for Kodi so has nothing else running on it, I'm at my wits end at the moment and don't really want to use the AMlogic box as my main media player, I just find the PC boots and responds a lot better, I would really appreciate if someone could give me a helping hand .

Does the file play smoother at 60 Hz?

Your madVR settings could be too aggressive, causing some spikes at certain points throughout the movie. It could also be an issue with Windows media players, in general.

A debug log might show some errors during playback, but I don't know. Might be unlikely.

You need to make sure both 23p and 24p are listed under display modes (especially 23p). A custom resolution could also be helpful if the 23.976 refresh rate is way off, but I don't think that would cause consistent judder.

Another thought is that you should avoid using the TV's PC mode if you are using it.
