Your GT 1030 can work at 4K, but you will have to lower your settings for upscaling, as the required processing power almost doubles from 1080p to 4k.

I would recommend upgrading from Windows 7 to either Windows 8.1 or Windows 10.

Choosing GT 1030 is because the fanless solution. I have the HPTC in a silent room. I suppose that I could script the options for 720p/1080p/2160p. I know that I can't put maximum quality for upscaling. 

My desire is to stay with windows 7 but why you recommend 8/10?
