And when I go home, I will roll back to the earlier NVIDIA driver since I believe I didn't update to the current one on the old build.

For other readers, curael managed to solve his judder problems rolling back to 418.XX from the 22nd of February (taken from doom9).  

Lol thanks, I was just logging in here to say the same! But thank you! By the way, I fixed it the following driver as I picked the wrong one and had to recheck the file. The one I installed is:
GeForce Game Ready Driver WHQL    418.91    February 13, 2019
I'll also update my initial post with a "FIXED EDIT". So people know that it's solved by the rollback.
