I have all my video, photo and music on a Synology 214 play NAS, i also have Windows 7 PC, Samsung 4k TV and a couple IPADS, question is KODI a good media platform to gain access to all the music, photos and videos, if so and i think it is, where to install it ?, can it go on the Samsung TV, Smart bluray player, PC ? or on the Synology. Basically best way to set it up. I will still use the Synology for accessing NAS while out of the house, but in the house i think a media platform would be good.

Kodi is not a sever. Kodi does not run in Samsung TVs. Kodi does not run on bluray players. You would need Kodi-compatible hardware connected to the TVs in order to run Kodi. See supported hardware (wiki)
