1) For the home screen, "Customisers" "Set weather fanart" (requires script.image.resource.select which doesn't seem to have got added to the list of addons in "Help"...)
2) The weather widget's are under 'Weather >', between 'TV >' and 'System Info >' - they require an active weather add-on enabled to show
3) What suggestions shortcuts?
