@Mr. V the automatic toggle is disabled. The timer service caused Madnox/Kodi 16 to a total freeze. It seems a Kodi bug. You can read the whole story in this thread. It took a long time to find the freeze error.
One genius found the error. Since then the timer have been disabled.

So you have to manually scroll through the widgets by now.

I'm sure that genius is Bob, the man behind the skin shortcuts improvements which made a most of the widget design possible. He deserves to be thanked many times over.

Not sure what you mean by manually scroll, but the widgets should update depending on what the provider is without using a timer. I do have some more aces up my sleeve if the provider is not updating. I really just need to know which provider is causing the issues.

Yes, Sir Bob is the genius and by scrolling they mean when stationary on the menu item the widget randomly scrolled... which, currently, only works for list and not Panel type. It might be achievable if the panel controls were changed to list and a fade animation for when not focused was added to the labels and highlight but that would be up to you, Mr. Victory! the widget maker! if it, in fact does work.
