No. Broadwell only has hybrid hevc decoding and only on Windows. See your vainfo output. On linux braswell or skylake is needed. No 10 bit support no matter which Intel Hardware.
First decide what functions / features you expect from a system. Then decide for the hardware. Don't waste your money on crap.
