 Official kodi 17.6 for Linux does NOT contain hevc-10 bit acceleration patches. This is custom patched into LibreELEC. So yes, if you use 18.04 + official kodi 17.6 you won't have acceleration for hevc-10 bit.

First decide what functions / features you expect from a system. Then decide for the hardware. Don't waste your money on crap.
