use 1080 and if you have a good 4k tv the upscale should be very good i notice very little difference

my tv has 4K Upscaling | boosts standard definition and high definition content to a near 4K ultra-high definition picture quality

its not a TV its a monitor and i sit 30 cm away from ...

well its a monitor it must have a plethora of options for moving screens about and resizing and such like?

Maybe the refresh rate is just wrong but i would guess you'd checked that.

Does windows display perfectly on the screen and just not kodi because clicking full screen window or not may solve it if thats the case.

If it's windows 10, right click desktop->Display Settings->Choose the monitor you want to mess with. There is a slider underneath, make sure it is all the way to the left (100%). New per monitor DPI settings.
