the tv is a vizio p602uib3 4K TV Maximum Resolution: 3840 x 2160 (UHD, 2160p).....this resolution was set the same in the previous version of Kodi and has not changed.

Can you check in the Intel HD graphics control panel what it is actually reporting at

in the intel graphics properties it reports resolution ad 1920X1080 at 60Hz

Meaning the 2160 is the TV performing the upscale
Your log states that it changes to 1920x986 in KODI when toggled to full screen
If this isn't a res the TV supports you have no picture
I'll leave it to you to decide how to get the right res output

why is kodi changing it to 1920x986? On the video output screen in Kodi it is set to 1920x1080p .....no where is it set to 1920x986.....not sure how else to set the resolution in Kodi for full screen

SMH.......you still have not answered the question....where is the res setting for full screen.....or are you telling me the Kodi changed it from the 1920x1080p res to 1920x986 when the fullscreen setting is toggled.
