A lot of the music i have is Electronic Music and so many DJs or artists are not that well known and so do not have information on themusicdb etc.

However, all of these songs do have proper cover art on the file

For those artists, can i somehow tell Kodi to use the album cover art thats on the file instead of displaying blank fanart or artist picture.

If not, is there like a SoundCloud scraper?

Yes, you can tell Kodi to use any picture of your liking as fanart or thumb, but it is a manual and tedious job, and the pictures has to be added manually for each artist as a jpg file named either fanart.jpg or thumb.jpg.
You do that by selecting the artist in the library mode view and hit the 'c' on your keyboard, then choose 'artist information'. The rest is intuitive.
