I'm using the official Google Play Store version of Kodi, which only has a handful of skins available for download. I don't want to do too much hacking on a device that I mainly use for Android TV (it's the new Nvidia Shield btw), because it would be a shame if it stopped working.
As far whether this feature was removed, I believe that it was, because older versions of XBMC/Kodi allowed you to have Files in the main menu, and Estuary does not. Since Estuary is the default skin now, for practical purposes the feature can be considered removed.
