As of latest f/w's on each, 4K PQ, if that's what you're asking about, is just about equal. Only caveat is HDR material, which looks better on Q10 Pro w/richer colors, better contrast, making Shield's look drab by comparison. You can test this yourself via the 'Exodus' and 'Life of Pi' 4K HDR clips.
If you mean 2D and 3D 1080p PQ, it gets highly subjective, but to my eyes, I'd rank as follows:

- Intel NUC or HTPC w/Kodi
- RPi2/3, Shield, AMLogic S812/S905-based boxes, and Q10 Pro, all about equal, with Q10 Pro only marred for now by framerate and 3D vetical banding issues that need fixing
