A lot of people Walmart is just another store, and in many cases can be clean and located in nice parts of town. A lot of those people really do want a nice device that supports specific things, like proper refresh rate switching. I used to shop there all the time back when I worked the night shift. It was the only store open while I was awake ;)
I mean, yeah, you see some interesting people in walmart sometimes, but those people need to go shopping too ;)
(anyone remember that website that had pictures of crazy people from walmart?)
A more accurate statement might be that, people who buy from retail in general probably don't care much about specs. Most tech-related purchases, that aren't time-sensitive but have specific requirements, seem to be done online. At least for the US.
