well i think there are multiple possibilities.

with "web gui" do you mean chorus2? in chous2, as well in yarc, you can also download the items, depending on the browser, it also might stream it. important is, that the files have the right filetype (i made my dvd's to iso's and they don't work, but i also don't want to rip them all...).
i think there are also posibilities of airplay and upnp/dnla (<- don't know what this actually is). Also, the android app (one of them at least) has some streaming feature. but i have no idea about this stuff. but might be worth a closer look for you.

hope this is of any help for you.
Check out my plugin yarc, it's a web-remote optimised for all screen sizes (especially touch and small screen).

yes i am sure, but i don't know what you try, have and expect. i was not inventing what i wrote above. so please give more context information.
do you use chorus, or chorus2?
are the settings set properly?
what fileformat do the media have?
are airplay or dnla(upnp) an option, did you read into it?

from "About" in the web interface I see:
Chorus 0.3.10
is it the first version?
I installed Chorus form the kodi web interface so I didn't see any other versions there.

I 've enabled upnp but not airplay.
the problem is that I can't watch or listen any format file in "local" but in XBMC mode instead work all of them fine.

well my chorus2 Version has the same number, so i suppose yes.

what formats do the files have?
did you try over download and stream in browser (with firefox and firefox mobile). btw. there seems to be a bug in this chorus version. it does not work, if it is not the default webinterface (http://localhost:8088/addons/ does not work but http://localhost:8088 would. localhost could also be an ip). this might also be the root of your problem in general.

oh btw: UPNP is not needed for chorus2 this is for other programs. here is a start to read (http://kodi.wiki/view/UPnP)

also the chorus version we use is not the latest. here you would get the latest version: https://github.com/jez500/chorus2

Why not install kodi on the machine you want to watch on?

OK well this is a kodi forum, not an unnamed web browser forum.

I assume you have read the readme for chorus and chorus2. It clearly implies that the fault lies in browsers' inabilities to play many video codecs.

Video streaming via HTML5 "sort of" works, it really depends on the codec used. An embedded VLC player is also available with better codec support. This looks like the best we can get until Kodi supports transcoding. Chrome users: Chrome has removed support for vlc/divx plugins so streaming a video requires a Chrome friendly codec.

You haven't explained why this desire is a "need" - perhaps if you do someone might know a usable alternative (other than the obvious, which I have already suggested)
