Is it possible to restrict who can access the shares ? IE limiting to a set of ip address ?

thats something to be done on the server side and has nothing to do with kodi (which is only the client). Need more info to answer the question (what kind of shares and so on).

Actually isnt Kodi a service? It use a resource ( ie whatever mount point on my computer i want it to use ) and Kodi shares it via Upnp to a device ( tv , mobile etc ) .

What i want to do is be able to restrict which tv/mobile can access what i share

Now your question makes sense. And no its not possible - you would need to use a router firewall for those restrictions.
