Yes, Kodi can be used for Live TV through its PVR ability. The issue may be running an IPTV service like Rocket concurrently with the served OTA channels as Kodi blends channel sources. You might have better success with running IPTV through a separate client application, such as the STB emulator, or a resident embedded app found on a dedicated IPTV android box like the Dreamlink T1. You can install Kodi almost anywhere except when a box maker locks down against loading user apps through its os.

Rasberry PI is inexpensive but so are generic Android boxes. A dedicated HTPV is the best route as KODI is a Media Center app that needs processing power to best operate.
