Hello!
Please I need your help, I have Kodi 16.1 and I want to add TV, I used all possiblity for add a PVR IPTV Simple client but every time I got an error ( cannot enable PVR IIPVT Simple client )

please help me.

Check Kodi's log to see why it fails.
