v18 LibreELEC Testbuilds for RaspberryPi (Kodi 18.0)

Netflix (and all widevine-related) decode is an entirely software process, limited by the CPU speed, and unfortunately the Pi3+ - even with the bump to 1400Mhz- is just not able to decode 1080p@24fps using the ARM alone. It can almost do it, but not quite (slight audio sync issues, so it's not "smooth"). Stick with 720p even on the Pi3+ for now if you want "smooth" Netflix playback.
Texture Cache Maintenance Utility: Preload your texture cache for optimal UI performance. Remotely manage media libraries. Purge unused artwork to free up space. Find missing media. Configurable QA check to highlight metadata issues. Aid in diagnosis of library and cache related problems.
