The rules for going to turbo (1200MHz) mode are any arm core is above 50% busy and temperature not too high (i.e. no thermometer symbol).
Can you ssh in and check with top what the arm cores are doing?

What happens if you force a core to be busy? Does frequency jump up? e.g.
