Kodi 17 windows store is too large if the windows system-wide scaling is more than 100%. checking the windowed mode setting (i forget what it's called, the setting under fullscreen vs windowed) in kodi "fixes" it sort of. i get black bars around the edges of kodi as if my amd graphics card is defaulting to underscan.
the non-windows store kodi displays correctly the interface, but the video playback does the underscan thing. i toggled the setting here and kodi displays nothing but black, i turned of sounds so i don't know if it's running or not.
