Correct. Matrix (v19) is based on Python 3, whereas Leia (v18) and before were based on Python 2.

Python 2 is now depreciated and no longer supported by its source providers, and is being phased out in favour of the newer version. The two are not directly compatible with one another (code for one generally won't work in the other without some modification), hence add-ons written in Python 2 will need to be updated and converted to Python 3 to work under Matrix and beyond.

And as the original author of this addon threw a tantrum and walked away, unless someone else forks it and takes over then it will never work with Matrix.

“tantrum” sounds a little strong to me. I’ve posted back and forth with Lanik since 2017 and found him to be a very calm, reasonable and helpful person. My take was that after years of supporting this app he felt it was time to move on. Simple as that. Nothing lasts forever.

Absolutely agreed as I found Lanik to be quite personable and responsive to each and every inquiry, both public and private. His efforts were and are appreciated. Continued vilification of the multitude of KODI developers, whether past or present, does absolutely nothing to advance the product.
