Just chiming in here to close out my own original report (I started this thread).
I never did get the jerky playback in v17 fixed with my old on-board HD3200 video. I chalked that up to incompatibilities with either legacy hardware or legacy drivers that were never going to get fixed.
What I did this past weekend was drop a cheap Radeon 6450HD (Asus Silent version) into my same Win7 HTPC, and update the drivers from the old 13.9 legacy version to 15.11beta (still legacy since the HD6450 is also now discontinued).
Works great now with V17.6, everything is smooth as silk now, no judder or jerkiness anymore.
