Android 17.1: video default select action inconsistency

Is there a way so that when selecting a video, show me the information screen (if available) but always ask me if I want to resume a partially watched video? There seems to be an inconsistency depending if the video is in-library or not and if partially watched or not.

In Media Settings > Videos > Default Select Action, if I set the Default Action to 'Show Info':
  • Unwatched library video: shows info (good)
  • Watched library video: shows info (good) and ask if I want to resume if I select play (good)
  • non-library video: plays immediate from the beginning even if the video was partially watched (bad)

If I set Default Select Action to 'Choose':
  • Unwatched library video: immediately plays with no choice to see info (bad)
  • Watched library video: asks if I want to resume or play from the beginning but no choice to see info (bad)
  • non-library video: shows choice to play/resume or view info (good)

Ideally, if I set the default action to Show Info, show me the info if available, but if the video is partially watch, always ask me if I want to resume it. This works for in-library videos, but for non-library videos.
