Just a matter of hardware upgrade-ability, check with the manufacturer.

If by "the android boxes" you mean the cheap Chinese things from eBay and various other vendors, a lot of them can actually be flashed with LibreELEC, which gives you upgradeability to the latest versions.

Probably not. Not even "premium" devices nowdays get much updates, let alone cheap chinese devices.... Anyways they're so cheap almost anyone should be able to afford to buy one at least each year, if there is a reason
i.e. old OS. Right now, if you have android > 5.0 you're OK....

That is actually not correct...
Three options:
a) buggy (especially for Kodi Krypton) cheap - firmware unsupported - Android devices with rubbish Infra Red Remotes from Ship and forget Chinese Sellers.
These are disposable devices that you can throw away once a year when a new cheap buggy Android OS is released and you get to start the cheap buggy Android OS upgrade cycle all over again.
b) Firmware supported Android boxes from Kodi Diamond sponsors - MINIX, WeTek or nVIDIA. Even the very well resourced Xiaomi Mi Box will get ongoing Firmware updates because it comes from a very well resourced Multibillion dollar Android phone company.
Amazon also release Android devices that get Firmware updates and OS upgrades.
c) If using Kodi only - jump off the Android OS update - upgrade - merry go round and simply use LibreELEC Kodi on a cheap AML S905(x) device.
