Any ideas as to when a .deb file will be released for 17.1 for tvOS?

The filename kodi-20170206-04876e8-yab-tvos.deb indicates that it was created on Feb 6th 2017, the date you're referring to is just the date when this build was last uploaded to the server. It's not the date when it was compiled.
I might be wrong here, but I would assume that ATV4 Kodi is using the same version check as the other official platforms. When 17.1 was released officially ATV4 Kodi just read from whatever source it's using that there's a new version available. But this doesn't necessarily mean that the same version is available for ATV4.
Lastly but perhaps most important, Kodi for ATV4 is not officially supported. We can't expect newer builds to be released or any ATV4 specific bug we report to be fixed. All we (ATV4 users) can hope for is that Memphiz et al. doesn't get too tired of the platform and abandon this side project.

yes I have a developer ID and my deb file works for 1 year.. so why is it a bad idea ?
