The AMLogic chipset based devices are more power efficient vs the older SoC in the RPi’s.

The Vero supports being powered via a USB A cable.
You'll need to externally power any attached HDD however.

What version of Kodi is required for H265?  I have a RPI3b+, and a Odroid C2 but they both hate h265.

H265 hardware decoding depends on SoC on device used, not on (later) Kodi versions.
IIRC RPi3 does not have h265 hardware decoding, but Odroid C2 has h.265 4K/60fps  capable VPU, so not sure what problems you have with it...
