Kodi v17 requires a minimum of Android 5.0 to install, and I'm not sure if the bar has been raised since then as to minimum Android levels.
Simplest way is to try it and see. If Matrix is available in the play store and offered for install then it should be enough. Just be warned before you do upgrade that once done it is quite difficult to downgrade again, at least without uninstalling and reinstalling from scratch.
And as noted, no existing addons for Leia will work in Matrix, you need Python 3 versions of all of them. Many have been released, but not all so do your research thoroughly before commiting to an update.
But to be honest, a device with that old version of Android on it is a security risk in itself, as the OS will not have had any security patches or updates for several years.
