Video Playback micro stutter in every version since 16

Hello,
I've been trying to upgrade to v17.3 and v18 but haven't been able to move off of v16 because it's the only version that doesn't cause annoying frequent micro stutters during playback.
It's especially annoying during any panning sequences. I've tried playing with the vsync options but haven't had any luck. I can even run all versions in portable mode with v16 having no issues while shutting down and loading the other versions keep having these annoying stutters. Any idea what's going on?

What are the Video Player settings concerning "Auto display refresh rate" and "Sync playback to display"?

I've also tried changing them to on/off on/on off/on and havent noted a difference

Also had the same problem when updating from v16 to v17 on my Ubuntu 16.04. I applied a VLC fix from some forum (can't remember but VLC stuttering are also common) which involved updating to Intel HD graphics drivers for Linux and it solved the stuttering problem for me. Turns out the application had nothing to do with the stuttering but it was some outdated packages that were incompatible with the new version of Kodi. But since your're using Windows I don't know whether drivers will solve the issue.

I've tried updating drivers a few times already and haven't had any improvements. Oddly enough, I just tried VLC and it seems to have a little stuttering also, the stuttering isnt quite the same as Kodi v18 though. As soon as I play the same videos in v16.1 they play buttery smooth. Maybe it has something to do with the way older ffmpeg packages worked with the intel driver/hardware.

You play hi10p files on a mobile cpu:

That might be a too slow cpu configuration. You can try with the 64 bit v18 test version. It has much faster ffmpeg intrinsics.
First decide what functions / features you expect from a system. Then decide for the hardware. Don't waste your money on crap.

I am running the x64 release and I really just dont understand why it plays fine in Kodi v16.1. Thanks for checking.

Another log with audio debugging enabled. Is it possible that this could be caused by the audio falling out of sync?

Not sure why v16.1 wasn't affected by this but as soon as I shut down Flux (f.lux) video became buttery smooth in v18!

EDIT: Just wanted to add a note that VLC still exhibits this judder/hitching/stutter problem with and without f.lux, Kodi v18 x64 (nightly 07/02) works fine though.
