Systems language and keyboard layout is ignored

The default installation of Kodi (on Debian unstable and Windows 10) always use English language and QERTY-keyboard layout. So it looks like that Kodi ignores the system settings it is installed on.
It should use out-of-the-box the language/region/local settings of the system it is installed on.

As said in the ticket you opened, this is not a bug. So please don't let it sound like one if you say "foo bar is ignored". It's not ignored once you downloaded the specific language add-on and set it up. Wink

And a feature request would get more attraction if you start with something like "It would be nice if.......". Kodi devs are all volunteers who are working on Kodi in their free time next to their real jobs.

For the explanation...All languages are available as add-ons and need to be installed separately. Now let's suggest you will install Kodi. So Kodi has to determine which language is used, then needs to download a specific add-on, install it and do specific settings automatically. So what will happen if you install Kodi on a system without an internet connection?

You could blame Ubuntu as well, because its installer starts with english language and you have to select german to get a specific language. If Kodi would behave in the same way, we have to deliver each add-on directly while you download Kodi (to rule the "no internet connection"-problem out). This won't happen in the near future, I guess as it will increase the download and will then give problems to users with a slow internet connection.

ISTM a couple things would be needed.

1. The installers (for windows NSIS, don't know other platforms) would need to be localized. I think this can be done for NSIS, but takes some work (plus, need the .po translations for the installer UI).

2. Still the problem of deploying the Kodi language file. To keep file size reasonable, maybe deploy a "bootstrap" version of the language files (along with complete eng_GB) that would allow on first run, download of the complete applicable language addon derived from the locale determined at install time.

So a user would run the installer and see his/her system language during the install, then when starting Kodi see enough of the gui in that language until the full language addon is installed, always with the option selecting English to get going right away.

Or the user could just install the default English version and then add their own language. It's not rocket science.

Although it's in the wiki, perhaps a first run popup reminding people to install their language pack might help those who don't like reading documentation.
