v17 Enabling "Adjust Display Refresh Rate" only for 720p or higher

When playing 480p content with "Adjust Display Refresh Rate" enabled I'll sometimes notice the occasional stuttering. Is there a way to force KODI to only enable "Adjust Display Refresh Rate" for anything 720p or higher?

This is a global function, and I can't think of a selective control. Work-Round might be to have two instances of Kodi, one set-up for only 720P+ sources and the other everything else. There may be other ways, but the solution escapes me for the moment. http://kodi.wiki/view/Windows_FAQ#Portable
