The latest 4K TVs tend to do a better job at upscaling videos than Kodi can do. It's that simple.

All TV on the market? I don't think.

My personal sistuation with 4K TV Hisense 55N6800:

Upscaling is more better with
Kodi - HTPC/Intel i3-4330 HD4600 at 2160p-30Hz
than
Kodi - Fire Stick TV at 1080p-60Hz - (1080p to 4K from Hisense)

I did say 'the latest' TVs.

For the rest... All is in the eye of the beholder. If you think Kodi does a better job: stick to that solution. Or perhaps your TV does a crap job of upscaling video. I don't know, I cannot see your HiSense TV from here.

why do you talk only about Kodi? does the box hardware have no importance? And their dedicated video chip?

In general (but not in all cases) - most decent UHD TVs upscale pretty well, and better than some (but not all) external media player hardware, and some PC solutions.

Obviously not all media player solutions upscale equally - particularly as some are limited to 2160/30p output (which is useless for upscaling 1080/50i, 1080/59.94i, 720/50p, 720/59.94p, 480/59.94i/p and 576/50i/p content - such as live/recorded TV and DVD/Blu-ray content of interlaced native material). These are typically devices with HDMI 1.4 output rather than HDMI 2.0.

I've read a lot of favourable reports about the ATV 4K doing a good job of upscaling, and the nVidia Shield not.

Kodi 17.x with lanczos3 scaling is way better than my LG OLED B6V TV's native, i doubt newer 7-series can do much better.

If prefering upscale to 4K over other things (such as streaming, uhd disk ), then consider HTPC with madVR, which gives best video quality.
