that just refers to setting kodi into expert settings mode - https://kodi.wiki/view/Settings
(you should be able to locate this on every settings page in the default skin)
But when I try to play anything either the video starts but stays black or a message stays stuck saying "Content loading".
Sometimes I also get a Netflix Add-on Error message "AMPlayback disabled due to exception:"
