So, apologies for using elder post.
I also have a Amlogic S905 chipset which started stuttering upon upgrade to 18/18.1.
Using the Amlogic tooling to change settings didn't help, did others solve the stutters when using the custom build links?

In the last 2 weeks, all of my Kodi builds on Android boxes and TVs around the house updated to Leia via auto update on the play store. Now they're all displaying the video stutter described in the OP. Every 5-10 second the video will pause for half a second then resume. Audio isn't affected.
I've tried all combinations of settings suggested in this post with varying levels of success, but none are a cure-all. Disabling mediacodec hardware acceleration seems to resolve the issue for around 5 minutes, then ALL video playback becomes a mess as CPU use goes through the roof.
The only box not affected is my HTPC on W10, as it's still back on 17.6. I'll continue monitoring these threads for a solution... until then it looks like I'm rolling back to 17.6 via apk. Fun times.
Thanks to all the people who've put in the time to try these settings, and to the devs who do a bang-up job with this great software!

My issue is similar to OP:
Almost every MPEG4 or XviD video is fast-forwarded when I play it normally. The audio track plays ok, but the video track is very fast until it finally begins to "stutter" to hang Kodi at last.
This only happen when hardware acceleration is on. If I turn it off, these kind of videos (XviD and other MPEG4) plays fine, but I can't play HD content with x264 and x265 codecs, so I have to turn hardware acceleration on again, which is annoying.
My hardware is a Xiaomi Mi Box 3 with an Amlogic S905 SoC and Android TV 8.0.
I am using a fresh installation of Kodi 18.1 from Google PlayStore in two different devices with same above specs.
