I want to develop this feature with my friends. therefore, we had seen all files containing keyword "RSS". no much luck because our programming background is C# and it's not easy to understand all the code.
currently a professional with C++ will join us.

I'm afraid I'm not your biggest help there, as I'm not a Kodi developer myself.

thank you, for quick responses.
we had already seen the Add-on_development pages. and i started to develop the addon. however i'm still think that build-in RSS ticker is much better and more stable and the most helping already written.
but we need to tweak it to display icons by adding a new tag <img> to the RSS XML file and ticker will parse and display it.
Kindly help me to contact one of the kodi developers to ask him to help change the the cpp file of RSS ticker and recompile custom build,
after we finish and complete the development we are more happy to give the code for the newer version of Kodi.

I understand your excitement for adding new features, but currently The Team is quite busy on Kodi 18.2.

We also only have a skeleton crew available at this point. So your patience will be tested for some time.
I'm sure you can do some other preparational work in advance, once a <img> tag or something similar could be added.

I can also imagine that full scale http(s) <img> will not be implemented, but that only local images will be supported, as to prevent possible outside/online threads. But this is my own brain farting on a possible <img> implementation.
