It's not constant but it happens here and there. Does anyone else experience this?

Latest Mi Box Firmware used, then
Use Kodi Settings > Player > Videos >Adjust display refresh rate > Enable
Sync Playback to display > Disable
That will auto Frame Rate Match the TV's refresh rate to the Frames per Second of the source video.
You might want to investigate Motion control and Motion Interpolation features in a TV's settings as well. Turn 'em all off and gradually switch back on:

Some content like old content like VC-1 and Interlaced DVD Rips / TV recording simply will not playback properly on the Mi Box.
